Bettman said NHL cap could go up $4.5M next year and by 2024-2025 season should be $88M. That is season Stamkos is a UFA and Hagel is a RFA.

They also don't have to increase the cap by more than $1 million per season until the escrow shortages from the pandemic are paid off by the players. Believe I saw Bettman inviting Marty Walsh to negotiate.
It's probably in the best interests of both parties to boost things more than the million, but why give it away for free if you can get something in exchange? Fine lawyering.
